Angelo KOLEKA

Angelo Koleka was born on August 28, 1993, Citta di Castello, Perugia, Italy, where he grew up and finished studies in economic high school.

He graduated in Economics, Bachelor “Economist” profile Business Administration in the Mediterranean University in year 2016.

He finished studies level “Science Master in Banking Finance” in the Mediterranean University in year 2019.

He completed his studies at the “Master of Science “Public Law” level at the Mediterranean University in year 2021.

During graduation, Mr. Koleka worked as an administrator in the private sector and that of non-profit organizations.

After experience in the private sector, he served in various positions in the public state administration, where he joined the Co-Governance team at the Agency for Dialogue and Co-Governance (ADB) at the Prime Minister’s Office.

From June 2018 to June 2021, he held the position of Supervisory Coordinator of the Prime Minister, Ministry of Finance and Economy and Durrës Region, where he managed the portfolio of the Prime Minister, ministers of state at the ADB, where he contributed to its management at the time of the earthquake of 2019, monitoring the emergency situation of citizens during COVID ’19.

From January 2021 to June 2022, he held the position of  Supervisor Coordinator for Prime Minister, Ministry of Finance and Economy and Ministry of Health and Social Protection in ADB.

From June to December 2020, he held the position of Commanding Director of the Co-Governance Directorate at ADB, where he recovered the management situation of the platform for citizens and businesses during the post-COVID-19 period.

From September 2021 to June 2022, he held the position of Chief Coordinator and Supervisor of the Business Network at ADB, managing the network of business coordinators in the ministries’ cabinets as well as the process of absorbing the network of business coordinators into the Co-Governance platform.

From June 2022 to March 2024, he held the position of Director of the Co-Governance Directorate with Citizens at the Agency for Dialogue and Co-Governance.

From March 2024 to December 2024, he held the position of Director General of the Agency for the Delivery of Integrated Public Services (ADISA), directing the institution’s activities and processes in accordance with the reforms undertaken in the field of public services.

Since January 2025, by decision of the Prime Minister, he has been appointed Director General of the Agency for Dialogue and Co-Governance.
